populate year and month in one dropdown based on selection of other dropdown

i want to populate year and month based in selection of other drop down. Example:suppose i select 05/20/2015(current month ,date, year) in one drop down than may 2015(base on selected month and year in one drop down) should be populated in other drop down.if i select 01/30/2015 in one drop down than all month from jan 2015(base on selected month and year in one drop down) to may 2015(current month and year) should be populate.
